VPN in Qatar

I'm in Qatar and the VPN doesn't work. Is this because I'm in Qatar or is there a problem with the VPNs?

@leocg So from that I take it that the VPN is working elsewhere?
Sometimes I get a message saying the VPN isn't working and Opera is working on it, sometimes it just doesn't work with no explanation. -

@charliebooks There are a variety of ways a national Internet censorship mechanism or methodology can do its work, so there will be a variety of ways their interference/blocking can show up if they're focusing on a particular VPN. In Qatar, I believe the blocking of websites is performed by the ISP, in accordance with their interpretation of national laws/guidelines on unacceptable kinds of websites. In such an atmosphere, it's always possible that use of a VPN (or of a particular VPN) may be viewed by the ISP as an attempt to end-run the site prohibitions, so they may elect to block that VPN's access portals.
