In Qatar, I believe the blocking of websites is performed by the ISP, in accordance with their interpretation of national laws/guidelines on unacceptable kinds of websites. In such an atmosphere, it's always possible that use of a VPN (or of a particular VPN) may be viewed by the ISP as an attempt to end-run the site prohibitions, so they may elect to block that VPN's access portals.</p>

Sometimes I get a message saying the VPN isn't working and Opera is working on it, sometimes it just doesn't work with no explanation.</p>
