      Now I have the exact same problem with my old Dell Vostro 1510 that has Intel Express 965 chipset. After W10CU youtube become very sluggish (Opera 49). Replaced the graphics driver with an older one but nothing changed. Tested other browsers and video playback is ok there.

        Did you tested the mentioned steps from your referenced topic?

          @zalex108 Yes I did and no luck. It happens after update to Windows 1709.

            As mentioned in another topic - Microsoft may have installed a bad driver. Go to the website for either your computer vendor or the video chip manufacturer and see if you can find a better driver.

                Yes, I actually did track it, and looks like a "bad" Intel driver. There are issues with some other software, especially some Universal games (like Candy Crush for W10) , which do not seem work properly as well (missing textures). However I rolled back to an older driver, but no luck. I suppose those do not fully support DX12 which is now a default for W10 1709. So it seems it is not something with Opera (Chrome). I tried to turn off HW acceleration but it got worse.
                Most likely the other browsers do not use the GPU the same way for rendering.

                  I found what might be the problem. In W10 FCU there is a new Exploit protection enabled by default. This is CFG (Control Flow Guard). When I turn it off (just for opera.exe) performance improves significantly. Seems on older computers it affects the performance more than expected.
                  If you experience the same. Open Windows Defender, go to App & Browser control / Exploit protection settings and turn off CFG for the system or add an exception just for opera.exe (or other degraded program) from the Program settings tab.

                    Corroborate it after some testing time and let us know if it's fixed for future cases.
