Is incognito mode par with a VPN when it comes to anonymity?

So, Opera has recently introduced a new Incognito look, but I am always confused between Incognito mode and a VPN. I don't really get it that what's actually the difference between the two?

I'm having the same issue with Opera browser crashing frequently in Incognito/private mode, since the latest update.
As well, the VPN (Virtual Private Network) is not functioning properly. It won't connect and frequent error messages, "We are unable to connect to your location, please select another location. We apologize for the inconvenience."
SurfEasy, located in Toronto, ON, Canada, says the company is no longer owned by Opera. When did Opera separate from SurfEasy? Is the VPN still a feature that Opera continues to maintain in its browser? Opera bought SurfEasy in 2015, and now apparently, SurfEasy is no longer owned by Opera. I like the use of the VPN and I hope that Opera continues providing Unlimited VPN.
