download button doesn't take me to download tab

Clicking download buttons or links starts downloads automatically, and clicking the button in the top-right(next to "Add to Bookmarks" Heart button) does nothing. Is this by design?

Actual result: download button does nothing
Expected result: go to Downloads tab

OS: Windows 10 pro version 1703 build

Clicking the button should show you a popup list of the most recent downloads, at the bottom of the list is a "Show more" button that opens the Downloads tab. Some third-party pop-up blockers will block the list, though ...
