I'm having the same issue. I am using Avira anti-virus, the most recent dev version of Opera on Windows 10, and I am located in Canada.

I first noticed it after Opera updated to ver. 45.0.2552.881. Is anyone experiencing it with an older version?

So this issue does not duplicate when you use a US IP?
I have the problem and am using a US IP

I can only think of two possibilities. That the last update, or two broke something, again, or it's something on Google's side.

This happened within the last few hours on my end, I did not take an Opera update. Definitely Google side. Also verified Opera Browser.js shim isn't affecting anything (?operabrowserjs=no)

I tried a google search using Edge (rolls eyes). The Google home page & search results were formatted the way they are supposed to be, so it doesn't look like a google thing.
EDIT:
Wait... just tried IE. It's the old-style google there-- same issue as Opera. WTF?

Hi,
@leocg I am based in Canada. I'm guessing now it could be a regional problem. I still have to try an older version but will do tomorrow sometime.

It most certainly has to be a regional thing, as when I swapped my VPN to anything else beside US and Canada, with my other options being optimal location, Germany, Singapore, and Netherlands, I'm good. Switch to either Canada, US, or my local IP, and I'm using that other layout.
@aimzz I just tried it on my Edge and Chrome again. Those still work fine. I can't test Firefox since I don't have it, though.

When I used VPN it briefly corrected the issue, but only for maybe 30 minutes.

I just found this thread via google (on chrome) on my work laptop. I am having this same problem running a win 10 machine.
I have (1) cleared cookies for all time (2) updated opera (3) un-installed and re-installed opera entirely (4) shutdown, re-booted, etc.
Nothing is fixing this issue. It's maddening. And when I go home to my desktop, which is in the same town (across the park) from where I work, I am NOT having this issue at all. Only on my work laptop, which I admittedly keep on my desk at work and do not generally take it out and about.

It looks like a Google thing... Playing with different user agents, seems like Google is punishing old browsers and any version of Opera.
This is the user agent being sent by Opera:
Mozilla/5.0 (Windows NT 6.3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36 OPR/45.0.2552.812This is Chrome:

I'm in Mexico and I have the exact same issue. I decided to update Opera today as part of my PC's maintenance schedule. And now, I've sent back to 2010 because Google is sending an older version of itself to Opera.

Same issue here.
I have built-in adblock on, and I had adblock plus on for what the built-in one wasn't catching. Turning off adblock plus didn't effect it. I use Norton as well, but usually, this isn't an issue.
Using the User Agent Switcher for Chrome for Windows shows the new Google layout, however I did get a popup banner on Google saying I was using an older version of Chrome (which I'm assuming is more the extension than Opera).
