Password is not stored and I cannot logon anyway

I try to use an online portal to report complaints, however the password saving feature is not appearing to retain the latest password.
I use Windows 10 Home and the website appears to be using Wordpress (https://wordpress.org) as its underlying technologies, where the email sent to me does not include a password but an option to reset the password that does not reset due to an update anomaly on the same website, that the administrator has been notified of.
Still I wonder why the password settings section within the browser is unable to:
a) store the right user name, this might be an error in the way it picks up data from the form fields perhaps something to do with the html-based scripts.
b) detect an anomaly specifically when communicating with a web-based system in specific terms that enables me as an end user to resolve the problem unless the IT administrator is intentionally or non-intentionally holding on to the problem pending some flag being released, or for some reason I am not aware of.The portal is reserved to holders of identity cards issued in the Republic of Malta, for which an office named IDMO is responsible, so testing externally is only possible with the permission of the Government of Malta, nonetheless suggestions and workaround might be helpful as long as they are not illegitimate as you might imagine this would be a legal problem.
See article at http://www.timesofmalta.com/articles/view/20170125/local/malta-drops-10-places-in-corruption-index.637515, this appears to motivate my suspicions.
