It will be good to have vote function for discussion
I think it would be useful only for Suggestions Box.
Now comment only has it.
I guess it's because the idea is for people to vote on the answers for the question proposed by the OP so the best ones can be easily seen.

It can be useful for users with same error or issue.

The word "vote" may not fit in the issue, but function will be same.
It is only sign for users to have same issue and it shows issue frequency

In theory, maybe. However, in practice, the chances of it working would be near zero.
But you can see how many people likes the suggestion or has the same problem without to read all the thread's posts.

It would depend on how it were implemented. Most probably you would have to open the topic to see the number of votes.
Also it would imply that people would find find and use topics related to their issues, what is not exactly what uses to happen.

If number of votes is showed like replies in list, it needs not to open.
But key point is number, not the place for it.
