Most probably you would have to open the topic to see the number of votes.

If number of votes is showed like replies in list, it needs not to open.

But key point is number, not the place for it.

It would depend on how it were implemented. Most probably you would have to open the topic to see the number of votes.

Also it would imply that people would find find and use topics related to their issues, what is not exactly what uses to happen.

How? Voting in a possible solution may be useful but I don't see how voting in the issue would benefit someone.

I guess it's because the idea is for people to vote on the answers for the question proposed by the OP so the best ones can be easily seen.
