How can I put the tools menu on the screen?

Tools like File, Edit, View, Bookmarks, Tools, and Help.

Opera does not have a menu bar since v. 12.18

With MacOS, there is a menu bar at the top of the screen. Do you mean to say that with Linux or Windows, there is no menubar available at all? You cannot even get one to appear by hitting the Alt key?

Don't know about Linux but Opera for Windows doesn't have a menu bar.

Yes, there is the regular Opera menu but not a menu bar.
