Are you sure you installed the PPAPI Flash plugin and not the old NPAPI one?
The latter will not work with Opera or any Chromium-based browser.
Check in the plugins list, it should tell you the type of plugin there.
Settings>Websites>Plugins>Manage individual plug-ins.
It should be type "PPAPI (out-of-process)".
