I'm running Opera version 37.0.2192.105088 on an HTC10. The little floating arrows that let me scroll to top or bottom never show up. Reinstalling, and even installing Opera Beta didn't help. What am I missing?

What this actually works? I thought it was just a visual indicator showing the direction, it never worked for me the way it works in Opera Mini...

It used to work on Facebook, and on really long articles - like a wikipedia page that's had a bunch of categories expanded. It no longer even shows up. Ever.

Never worked on a J5 Samsung with Lollipop 5.1.1. Neither Opera stable nor beta.

It worked on my HTC One M8, which ran Lollipop and as far as I know had an HD screen.

Just tested it on an older Alcatel smartphone with Jelly Bean 4.2.2 and it's not working either. Maybe someone should fill a report

Have you enabled the Android developer options and adjusted the animation scale values?
I cannot say if this will fix your problem but I have noticed on my own phone that adjusting these values affects how long the scroll arrow buttons remain visible for.

To avoid misconceptions on my part it works for me, although I would prefer it would behave like it does in Opera Mini.

I did notice this function in earlier versions of the application and I believe that it has since been removed. While I understand the advantages of this function, the placement of this circular overlay midway at the right border comes with the disadvantage of potentially getting in the way exactly where, for someone who is using the right hand, the scrolling movement takes place. An optional rectangular overlay box in subtle gray with some transparency placed at the top and the bottom of the right, or left, egde would have been more preferrable.

Yep, turns out it is to do with animations. I had gone 10 months without the arrows before I recently got them back!
Enable Developer Options.
Enable animator duration scale to at least 0.5x. I'm comfortable with 1x.
Voila!
