I had gone 10 months without the arrows before I recently got them back!

Enable Developer Options.
Enable animator duration scale to at least 0.5x. I'm comfortable with 1x.
Voila!

While I understand the advantages of this function, the placement of this circular overlay midway at the right border comes with the disadvantage of potentially getting in the way exactly where, for someone who is using the right hand, the scrolling movement takes place. An optional rectangular overlay box in subtle gray with some transparency placed at the top and the bottom of the right, or left, egde would have been more preferrable.

I cannot say if this will fix your problem but I have noticed on my own phone that adjusting these values affects how long the scroll arrow buttons remain visible for.
