Disabling Swipe Up Function

Is there any way to disable the swipe up function from the home button? If I am using Opera and I accidentally swipe up from the bottom of the screen, a new tab opens.

If I am not using Opera and I swipe up from the home button, it launches Opera, even from within another app

I want to disable this.

What version of Android and what phone?

On my Moto X Play, nothing of those seems to happen.

Using an Amazon Fire HD 7, it's a hybrid of Android, designed by Amazon.

When I just press and hold the home button, the Opera icon displays...but if I swipe up, Opera opens to the speed dial page. I want to disable that.
