Probably no one knows the answers.
When clearing browsing Data, what does '3rd Party Services Data' refer to? I could not find any information about it.
VPN as it seems.
When I click 'Save Draft' while typing a comment, where is it 'saved to' and how can it be retrieved
Just access the same topic again and you should see your draft there.
Is Opera 38.0.2220.41 the latest version of Opera?
38.0.2220.48 is the latest stable version.

Right, what doesn't mean that others need to find out answers for your questions. If someone knows the answer to a question, s/he may put it here but no one needs to search for any answers for anyone.
