Unable to find View or Tool-bars in Menu

I just downloaded Opera for the first time and I wanted to put a 'Home' button on screen. The instructions that I found gave the route Menu > Settings > Tool-bars or View. The problem for me is that neither Tool-bars or View appear here or anywhere else that I can find. I've right clicked on everything on screen and can't find any reference to tool-bars. I've searched the web and there are several references to "go to View" but I simply can't find it anywhere. Help please?

My version of Opera is 38.0.2220.31 running in Windows 10 64-bit.
Somewhere in Opera (I've looked at so many potential paths to find the toolbars that I can't remember where) it states 'Opera's most important functions can be found on toolbars in the form of buttons, input fields and dropdown menus. Toolbars are easily added and removed by going to View > Toolbars. You can also open Tools > Appearance > Toolbars.
Nowhere in the menus does Toolbars, View or Apearance appear. Nor do any of them appear when clicking Settings. In settings search, Toolbars returns 'Nothing found for Toolbars.
I downloaded Opera after reading an article in Webuser which rated it as the best browser so why can't I find any Toolbars that are straightforwardly found in any other browser that I've tried. I think that I shall just continue to use Chrome. -

Again, you are reading a website that deals with Opera 12. Those instructions do not apply to Opera 15 or greater. They are out of date.
