Secretly? Opera is based on Chromium, since version 15.

Google Chrome and Opera are both based on Chromium which is an open source browser; admittedly Google contributes quite A LOT to the Chromium project but I digress...

It can do to some extent, although it will never be as customisable as Presto Opera.
Slimjet and Vivaldi are also Chromium based, and offer a lot more user customisation options than Opera does now, but that is the developers' choice.
