Opera theme doesn't stick solution

finally I solve the problem !!! here is how

1. uninstall opera and make sure the opera folder is delete

2. Download the offline package.

3. click run but before you install opera

click on option
and make sure the install path is C:\Program Files (x86)

that is how I fixed it

There may be more than one fix for this problem, i.e., user created themes are not allowed to replace default themes. But it appears this problem is embedded in Opera (Stable) version 31.0.1889.161. I uninstalled Opera 31.0 and replaced it with Opera (Beta) version: 32.0.1948.12. If all else fails, try this. It worked for me!
