I tried to download and install Opera 28 (I really dislake Opera 29) but after the download and the installation I've still opera 29 installed on the PC

What I've to do as to have Opera 28 and not 29 on my PC ??

      Thanks

You probably have to uninstall Opera 29 first. You might have to hunt down and delete any and all Opera folders on your hard drive.

It might be a issue of auto update updating the browser after opening.

When you install 28 don't open right away, instead search for and rename or delete on your hard drive any instance of a file called opera_autoupdate.exe and disable the task scheduler item. I like to use Ccleaner for this. In Ccleaner click on Tools on side menue, then start up and click on Scheduled Tasks and right click on the Opera update task - similar to: Opera scheduled Autoupdate 1400358009 Opera Software C:\Opera\launcher.exe --scheduledautoupdate

Either delete it or disable it.

You can delete the (sub)folder with Opera 29 and edit installation_status.xml to point to (sub)folder with Opera 28. This should work.
