Actually, your comment stated that you were not able to 'find any other place to' post. So, to cut right to the chase, if you go back to this forum's index page (https://forums.opera.com/category/11/opera-for-windows), you will see a bright blue box toward the upper right of the page labeled "Start a new discussion". Unsurprisingly, that's how you - uhmm - start a new discussion thread.

I read and also quoted your whole comment and you never said anything about not being able to create a new topic.
If you can reply, there is no reason for you to be unable to create a topic.

If its doing it in Chrome that means your computer is having issues not just specific to Opera. I would look into getting those fix first.
I do not care if Chrome is not working, I just tested it to see if it's just only opera. FF is working perfectly. However how am I able to fix these problems? where should i start? if i would have changed something i would undo that but i did no changed anything. my pc is working fine as well. it's just opera and chrome.

As Chrome and Opera are both based on Chromium, if something doesn't work on both of them, it can mean a problem in Chromium.
However how am I able to fix these problems? where should i start?
Have you tried with a new clean profile?

Chrome and Opera use almost same rendering engine, thereby their behavior seems to be related. Did you upgrade video/graphic drivers, changed monitor or similar? Do your latest windows updates include something related to graphics? Have you got some warnings or errors in system event log in last few days?
