This feature does not seem to exist in Opera 33 or am I just not looking in the right place?
I was also not able to find Enable lazy session loading. Not the Extended lazy session loading which I can see.
I’ve got tab hibernation enabled, but that doesn’t seem to do much. Not shore if it working properly.

So take it there is no way of suspending/unloading tabs as you can with firefox?

I was referring to Firefox.
If, as you're saying, there's none, have a suggestion in the Suggestion box.

I think 'Delay loading of background tabs' only work on startup. I have it enabled and when I load a ton of tabs it still loads then. Hell, half the time my tabs still load on startup too. I don't think it works terribly well.

How do you get to the 'Delay loading of background tabs' option in Opera 33? I wasn't able to find such an option! This is the functionality I currently need most in Opera.

Thank you, I found it
It was hard for me to notice the check-box right under the radio buttons (I thought that was one of the radio button options).
