'Windows' / 'Windows (off line)' ???

Other than File Name and MB Size, is there any difference between these two downloads?

I am running 31[stable], but want to run the Dev Version, just to see how it goes

Offline means it includes the full program so can be transferred (on a Flash drive or whatever) to a computer thay isn't connected to the internet. The other version is a network installer that downloads the actual software when you run the installer. Other than that, the two should produce the same results.
