Don't know why the forum was pointing to a wrong address. I've fixed it.
Anyway, the link is http://blogs.opera.com/desktop/2015/07/opera-beta-31-0-1889-50/#comment-2112133108
Try to open the two pages mentioned there and see if the videos work for you.

There are four videos I see combined on those two pages. The only video that does NOT play for me is the tiny video labeled H.264/MP4 at http://www.quirksmode.org/html5/tests/video.html .

It means that Opera isn't being able to play h264 videos on your computer for some reason.
Yes, and that makes Opera a less viable option for me, as other browsers have no problems with such videos. If anybody knows how to make Opera play such videos on a Windows 7, 32-bit system, I'm all ears.

It seems more like a bug. If you open Opera's task manager, do you see the gpu process?
I do NOT see a "gpu" process in Opera's task manager. I assume such a process would be labeled or identified as "GPU." If so, I see no such process.

OK, so it seems that you are affected by the issue.
Is there a fix at all or some setting that can be adjusted (i.e., opera://flags)?

Another problematic site that I came across today where the video will not play in any current version of Opera (stable, beta, or developer) on Win 7 32-bit. This video plays in all other browsers I have, though: http://shoebat.com/2015/08/03/another-marine-has-just-been-murdered-in-tennessee-by-a-follower-of-the-antichrist-this-evil-needs-to-be-destroyed/

My operating system to be more precise is "Microsoft Windows 7 Starter Version 6.1.7601 Service Pack 1 Build 7601."
