Lingering problems with videos in all branches of Opera releases on Windows 7 32-bit system

Hi Opera. Thanks for the continued updates of your browser. Do you have any idea when videos like this one will be playable on Windows 7, 32-bit systems? Thank you, again. http://shoebat.com/2015/06/03/breaking-cnn-reports-pamela-geller-target-of-beheading-attack-then-asks-her-if-she-relishes-being-the-target/
Other browsers on my system that play this video with no hitches at all are Vivaldi, Chrome, Firefox, PaleMoon, and Internet Explorer. None of the most recent versions of Opera (that includes Stable, Beta, and Developer) play this video or others like it. Why not? I've been asking this question for 4 weeks now both on Opera Desktop blog discussions and here in the forums with no answer.
If I right-click on the video display image at this website and click on "View frame source" and examine the source code, I do find this link which does play fine in Opera when I copy and paste this link into another tab: https://d2ha22j8ys3e0o.cloudfront.net/vmplayer/player.swf?video_id=2421779&domain=vid.me&c=598-1-9-4 ... hopefully, somebody can troubleshoot this.

Hmm, works fine for me. Have you tried watching it in a private window? If it works in a private window then its an extension thats causing the issue. If it still doesn't work then it could be that your system is missing the codecs used to play it. Its MP4 format but I didn't go through the trouble to see what codec is uses.

It doesn't work in a private window for me, either. As for "codecs," I'm not sure what that means, but as I said, numerous other browsers are playing this video with my existing "codecs."
I simply get the message at the bottom of the video screen which says, "The video could not be loaded, either because the server or network failed or because the format is not supported."Thank you for your reply.

Don't know why the forum was pointing to a wrong address. I've fixed it.
Anyway, the link is http://blogs.opera.com/desktop/2015/07/opera-beta-31-0-1889-50/#comment-2112133108
Try to open the two pages mentioned there and see if the videos work for you.

There are four videos I see combined on those two pages. The only video that does NOT play for me is the tiny video labeled H.264/MP4 at http://www.quirksmode.org/html5/tests/video.html .

It means that Opera isn't being able to play h264 videos on your computer for some reason.
Yes, and that makes Opera a less viable option for me, as other browsers have no problems with such videos. If anybody knows how to make Opera play such videos on a Windows 7, 32-bit system, I'm all ears.

It seems more like a bug. If you open Opera's task manager, do you see the gpu process?
I do NOT see a "gpu" process in Opera's task manager. I assume such a process would be labeled or identified as "GPU." If so, I see no such process.

OK, so it seems that you are affected by the issue.
Is there a fix at all or some setting that can be adjusted (i.e., opera://flags)?

Another problematic site that I came across today where the video will not play in any current version of Opera (stable, beta, or developer) on Win 7 32-bit. This video plays in all other browsers I have, though: http://shoebat.com/2015/08/03/another-marine-has-just-been-murdered-in-tennessee-by-a-follower-of-the-antichrist-this-evil-needs-to-be-destroyed/
