As in topic, can block access to cache folder by setting proper permission but is not the point, how to do it in more elegant way ?

The cache is kind of a required piece of the web browsers. Its like asking how you could remove the gas tank from a car and still be able to drive it. They have to save files to your computer somewhere while you are using the page, even if only temporarily. If you want to empty the cache automatically you can either use private windows or and extension.

But old Opera was doing without it (Firefox can also disable) and finally can use RAM cache ?

The current version of Opera is not related to the older version of Opera or Firefox.

I like that comment, "piece of shit from Google".
+1 on that (how ironic, now that crapoogle+ is finally dead too). -

This works in other Chromium browsers so should in Opera:
--disk-cache-dir=null
Since the shortcut icon isn't the only way that Opera can start, it should be appended to the command-line here, too:
HKEY_LOCAL_MACHINE\SOFTWARE\Clients\StartMenuInternet\Opera\shell\open\command
