opera crashes when i click on "settings" in the tools menu

Have you performed a check of you file system in Windows to see if there is a possibility of corruption ?.
no... everything else is working fine. haven't had any problems with windows or any other programs.

I run Avast here on a Win7 laptop, so I think we can exclude that. Is this a single-user install of Opera or "For all users"? Can you copy and paste the "Paths" section from your About Opera page? (If you feel like obscuring your username in the listed paths feel free to do so, that's not what I'm trying to see.)

I didn't know that Win 7 Pro came in 32-bit, however ... Opera itself is 32-bit, so that shouldn't be an issue. Though it does make me wonder what sort of processor and how much RAM your system has. I'd presume RAM must be in the 2-3 GB range. as 4 GB requires a 64-bit OS.

i have an AMD Athlon dual core processor and 4GB of RAM... listen, guys, there's nothing in my computer that would make it do this...this is an OPERA problem. if there's no solution, that's fine, just say so. i'd prefer to solve the problem, but if not, i can always just sh*t-can Opera and go back to Firefox...

There's nothing in my computer either and the Opera settings open just fine.
If we knew whether there's a solution or not we would have said it already. Obviously we are trying to troubleshoot this to discover what the problem is.
Before accusing I'd say you need first to discover if there's something in your PC causing this, because in mine and in the other millions of Opera users' PCs Opera settings are opening just fine otherwise the forum would be flooded and it's not, you're one of the TWO users that ever reported this issue in these forums.
Check for malware with AdwCleaner for example. Third-party software that may interfere, security related, tweaking, etc. Drivers... System (sfc /scannow) for example...
