Opera 22 has no master password, but the passwords are encrypted and (important!) bound to the Windows account on which they are stored. Copying password database to other account or PC does not work any more.

Here's an Opera extension, Local Pass Store, that let's you use master password, and data is saved on your computer. The developer claims he's trying to re-implement the old Opera wand feature that people liked.

You could also get something like LastPass

or Roboform Light. https://addons.opera.com/en/extensions/details/roboform-lite/?display=en
I'm assuming the two latter ones let you use Master Passwords, but I don't know it for a fact. I downloaded the Local Pass Store extensions myself (and it specifically makes provision for a master password), but I need some time to react to it. I'm not sure I want to use a master password. The other two seemed more than I wanted.
