Maybe there is some problem in your internet plan, that does not allow you to download.

Probably Opera Mini, some phones do not allow downloads - but until we know better I'll leave it here.

Sometimes, if you have a premium anti virus package installed and it's not been activated, or not being paid for or updated, it can interfere with Internet access. Check your antivirus.

Is this a phone or a tablet or windows on a computer, when someone says apps I think of tablets or phones, I cant really comment unless i know which opera is running on what.
