YouTube videos shows only one option for video quality

I have encountered an issue with the video quality selection in the Opera Android and Opera Beta apps when playing YouTube videos. When a video provides only two quality options—for example, 144p and 360p—only one option (360p) is shown. In contrast, if a video provides three quality options (such as 144p, 240p, and 360p), all options appear correctly.

Video Title: "Everyone Thought He Was Weak, But He Is the Most Powerful in the Entire Game | Anime Recap"
Channel: Everything Recap
In this case, the video is available in both 144p and 360p. However, Opera Android and Opera Beta display only the 360p option.
Steps to Reproduce:

Open the Opera Android or Opera Beta app.

Navigate to a video that offers exactly two quality options (such as the example above).

Open the video quality settings and observe that only one option (360p) is available.
Expected Behavior:
The app should display all available video quality options (e.g., both 144p and 360p) as seen in other applications like the YouTube Android app, NewPipe, and Chrome.
Additional Notes:
The issue appears to have surfaced in the last few updates.
This behavior is observed with videos that offer only two quality options (144p and 360p).
Note: Although not confirmed with a concrete example, a similar issue might also occur for videos offering only two options such as 144p and 240p.
Videos with three available options (e.g., 144p, 240p, and 360p) do not exhibit this problem.

Is it google have this issue so its appear on every browser??
