I believe navigation over links doesn't work in Opera 20:
"Shift+Left, Shift+Right, Shift+Up, and Shift+Down select the next link or form input in that direction."

You're right about navigation over links not working in Opera 20. I don't think functionality necessarily has to go away, but the new paradigm is to work with extensions for certain things -- if not there now, then more will come in the future. The functionality right now, may not recoup exactly the features you had before, but in some regards, through extensions, it creates far more than what was before. Now I do believe the basic Opera software is very limited in what it can do with keyboard shortcuts. I definitely liked and used the navigation features of Opera Presto (that you allude to), and the navigation of links with the arrow keys. For an extension that does a helluva a lot for navigation via the keyboard, and in many areas far more than Opera Presto ever did, there's Vimium, the Chrome extension. Indeed, I believe you may be able navigate links with the keyboard, using Vimium, though am not certain. But if not that specific feature, you can do tons of other things with the keyboard that you could not do with Opera Presto.

To use a Chrome extension in Opera, you need the Opera extension, "Download Chrome Extension."
Here are some of the navigation shortcuts in this extension. (Note that there seems to be a [[ command for links, and also a ]] command going the other way) (Perhaps that's similar to using links to navigate) (not sure there).

In any event, Vimium would worth looking at if you want more keyboard shortcuts.

What you're looking for is called "spatial navigation".
You should be able to enable it with the command line parameter --enable-spatial-navigation in the launcher.

It's located in the root folder of where you installed Opera Blink.

There's a launcher.exe file there. But when I double click on it, I get a message, "failed loading Opera . . . " "Please reinstall Opera."

I believe you cannot navigate links with Vimium, but you can open links using short labels, with is usually very good alternative.
In clean Opera you can as well use comma key to find link (if you turn on advanced shortcuts, otherwise you can use ctrl+f) and open this link with Ctrl+Enter.I have one question about Vimium.
There is one very useful option in documentation:
"<a-f> : Open multiple links in a new tab".

I just disabled all other extensions and <a-f> started to work. Sorry.

I didn't try opening multiple links in one tab, so don't know. There is a Chrome extension, One Tab

Maybe it is something similar to that.
On the opening links with the short labels, that might could well be good for use with Voice Recognition software. You just say the label-letters and the link should open.
