Make sure that hardware acceleration is turned on.

@leocg It just says Opera, and it was Graphics acceleration and after turning it on, PiP is working but it has round corners now, I believe it was bc of the recent update and in this update they turned off acceleration for as default?

@Ahtishaam It seems to be an issue that makes video pop-out invisible if hardware acceleration is not enabled.

"Use graphics acceleration when available" is still set to be enabled by default. If you never disabled it, not sure why it got disabled.
