I cannot change the UI language for Opera

All the settings for displaying web pages are in English, my prefered language, but I can't change the language of the UI such as settings.

I only see posts about fixing this in Linux but I have a windows computer.

does anyone know how to fix this on windows 11?

What happens when you try to use the option to set up English as the UI language?

At the URL opera://settings/languages, you should be able to click the 3 dots next to "English" or "English (Country)", move it up to the top and then check "Display Opera in this language".
