Why does Opera not prompt for saving passwords?

I've spent countless hours reading online posts about this and trying all kinds or esoteric suggestions. Why does this just not work?
If I manually go add the passwords then they work but Opera never prompts me to save them when I'm actually logging in.
It seems trivial but over time this has become frustrating. Every other browser in the world does this seamlessly.
Is there a way to make it work? Nothing I've read so far helps.

Regular Opera (Opera One) or Opera GX?
What specific version as shown at the URL
opera://about?Link to site where Opera doesn't ask you?
Does Opera ask you in a test standalone installation at least or no there too?
