Video choppy - but not YouTube

I have reinstalled Windows 10 and Opera One. Video playback is unwatchable, except for YouTube, which is fine. Disabling hardware acceleration does not help. If I watch the same videos on Chrome - no problem.
The problem started a few days ago, not sure if it was after an update to Opera.

I have the same problem.
OS: Windows 11
Opera One(version: 103.0.4928.16)
For 2 years I used Opera GX, I had no problems, but then I switched to regular Opera. After a week I noticed that broadcasts on Twitch and video on other sites in quality 1080 and more, begins to jerk hard, as if chewed the record. On YouTube everything is great, but on other platforms everything is bad with video viewing in the standard Opera and Opera One browser. -

Same problem.
After the penultimate update (103.0.4928.16) there was a constant stuttering of the video image when streaming video, but the sound ran well; but you could still follow the stream to some extent.
Examples:
DailyMotion.com: slight stuttering in some videos (regardless of resolution).ardmediathek.de: slight stuttering in all videos (regardless of resolution).
Youtube.com: all videos run smoothly here (HD quality).
Stuttering is consistently present on many other sites.
The latest update has made the stuttering massively worse, the sound still works fine.
It's like a video codec or caching is causing problems...
At least based on external appearance.System was checked, no errors or conflicts found.
However, on another laptop with a newer system, but also Opera Browser (latest version), everything runs without any problems.

@burnout426 - Thanks for your help, but I hope you won't be offended if I say I don't have the time or interest to jump through all these hoops. The problem started a week or so ago and I assume something changed in Opera to cause it. Something as simple as playing video should just happen and without the need to make experimental adjustments. My solution is to switch to Chrome, where there are no problems with video.

@burnout426 Thanks, disabling the "Out-of-process SW H.264 decoding" flag helped me
I thought before that that maybe something in the flags need to change, but was too lazy to climb in the settings. -

@leocg Which at least further shows that the system properties also play a role: on my other laptop, with the same browser version, the websites also work without any problems.
On my older laptop, the recommended change in the flags was needed so that videos could run without stuttering. -

I tested Edge, Firefox, the only thing that stutters videos is this new version of Opera. Maybe it's time to switch browsers. -

So, Opera updated yesterday and this began. For me, Tubi is what I generally watch and it became choppy. I am unsure if Opera enabled this with the upate or they changed something about the codec but this change did work for me as well.
