Update to 91.0.4516.20, problem still persists. No such thing in Chrome.

I had the same problems. For me, the following seemed to fix it.In opera, under the "X" at the top right, click on the 3 lines. The easy setup window will show. Under "theme", my opera was in dark mode. I switched it to light mode and that fixed the search bar. When I switched it back to dark mode, it remained fixed.
Hopefully, this works for others.

@operasurfer1094952 not working any longer. Have to do it every time Opera is started, cycling through Light Dark System. How strange can software get?

The problem persists, in fact, it's getting worse: The trick "cycling through Light-Dark" doesn't work any longer for unknown reasons.

I've had this issue for about a month now and a few updates of the browser. (I'm on OperaGX 91.0.4516.106) I think this is a problem with Opera's software atm, hopefully this gets fixed soon.

This is caused by
opera://flags/#address-bar-dropdown-categories
being disabled, after re-enabling it the problem is gone. Waiting for a fix, -
