Opera Won't Download A File By Clicking On the Download Link

This happens on a few web sites (including a Microsoft catalog site), try this one::

...to the left of any of the movie torrents is a down arrow which if clicked should pop up a download window so you can download the file it is pointing to. In the past, this worked in Opera with just a left click, but not so in the last few iterations of Opera.
BUT, if you right click on that down arrow and "copy link address" and then "paste and go" it in the address bar, the download window will pop up (as it should have when you left click it) and you can then download that file.
What has happened to make this occur in Opera?

If you left click on the "Download" button to the right of any line, another box opens that has a link in it that points to a download file that will update your Windows OS, which if clicked will not download that file. And as I said previously, if you copy that link address and paste it into a new Opera window, it WILL then download the file. It has taken me 4 months to figure out this workaround, but now that you've explained it, I understand. Is there any Opera workaround so that it will work normally - for instance to change a https site to a http one?

@bbildman If I click on download, on the right of an update, it opens a pop-up with a text with the update name and a link to download it.
Clicking on that link opens a page with a warning about page not be secure and tw buttons, one to go back and the other to proceed to the page. Clicking on that one starts the download.Note that the page has a HTTPS address.
I'm on Opera Developer 82, will se how it works in Opera Stable 81.

Click the badge at the left of the address field, goto "site settings" and set "insecure content" to "allow". Then, refresh the page. The page also works better with Opera's adblocker and tracking protection turned on.
That should work for the Microsoft page too.
