No menu bar - how to get to "appearance" and other goodies?

So the big "O" on the top left consolidates most of the things you usually care for, but a lot is still missing. Specifically, I want to access the "Appearance" section (used to be Tools>Appearance) so I can enable panels.

Can this still be done?

If you are using 15 or later, there are no panels, there is no Appearance ... and there is no menu bar.
