[Solved]Remove Flash Player notice still shows after removing Flash Player

I am running Opera version 73.0.3856.344 for Macintosh on a Mac Pro 5,1 that is running Mojave, 10.14.16.
I have downloaded the Flash Player remover from Adobe and run it two times. It reports that Flash Player is removed successfully.
Each time I open Opera, I get a notice at the top of the screen that says: Flash Player will no longer be supported after December 2020.
How can I get rid of the announcement?

@wnlewis Did you disable Flash in settings? Did you remove all Flash players?
Where do I find Flash "Player" in the Settings?
I removed the flash players by running the Adobe utility two times.

Your Flash settings will be kept until you quit Opera. Yes.
No sites blocked or allowed.

There are no sites listed at all on that window.

After moving the button to the left, I also closed out of Opera, shut down the computer, restarted the computer (manually, not a restart selection), and opened Opera again.
Upon opening Opera I got:
Flash Player will no longer be supported after December 2020.
So, problem not gone.

It appears that it is related to the VPN setting.
If VPN is on the Flash Player warning appears. If VPN is off the Flash Player warning does not show.
Also, I am almost not able to search using the bar at the top of the screen in VPN mode. If I am not in VPN mode I can search with no problem.
I have turned off the search bar in the main part of the opening window. The only search engine that seems to be available on that search bar is Google, and I won't use that.
I'm using Duck Duck Go.
