It appears that it is related to the VPN setting.
If VPN is on the Flash Player warning appears. If VPN is off the Flash Player warning does not show.
Also, I am almost not able to search using the bar at the top of the screen in VPN mode. If I am not in VPN mode I can search with no problem.
I have turned off the search bar in the main part of the opening window. The only search engine that seems to be available on that search bar is Google, and I won't use that.
I'm using Duck Duck Go.

I am likewise getting that result. When I properly shut Opera down, the next time I open it, I get unexpectedly quit. Running a Mac Pro with Mojave. Maybe the OS is too old?

This is one of those topics that may have to be approached "from both sides", i.e., from the Opera side and the Startpage side.
I am trying to make Startpage my default search engine. I add it to the list of search engines, but, the option to make it default is greyed out.
Any thoughts?
Latest version of Opera Version:84.0.4316.31 (x86_64).
Mac Pro running OS 10.14.6.

@vinbob Glad my observation was a help. Just kind of stumbled on to it. Some sort of anomaly. It would be interesting to know what little bit of software that was left behind, gets triggered when VPN is used.

After moving the button to the left, I also closed out of Opera, shut down the computer, restarted the computer (manually, not a restart selection), and opened Opera again.
Upon opening Opera I got:
Flash Player will no longer be supported after December 2020.
So, problem not gone.
@leocg I have moved the button at the top of that page to the left.
The words associated with the button are: Your Flash settings will be kept until you quit Opera.
However, no program or site is listed below that selection.
