The "Downloads" in Settings is not working -

This Setting is not working -
In the section entitled "Downloads", I have checked / selected "Ask where to save each file before downloading" which the program does not do.
How can I get this fixed?

How to post about a problem in Opera
So even with that option checked, the download dialog doesn't show up when you click on a download link?
What version of Opera and OS?
