        Meaningless as your IP address is assigned to you by your network provider. A VPN can mask your IP address (which is to say, prevent the site you are contacting from knowing your address), but it does not actually change your address. Anyone claiming to have instructions to change your IP address (other than changing network providers) is lying to you.

          That video applies only for users that are part of (or joining) a local network in order to specify the local net IP address for their computer. It does not apply for normal IPs that are supplied statically or dynamically to a modem by an Internet service provider.

            You can contact your provider. They set up for your dynamic IP.

              @bkdroid13 Why do you want/need to change your IP address? Do you want to change your internal (LAN) IP address or your external IP address, the one sites, servers, etc will see?

                Hi,

                The video is well explained.

                You could also do it from the Router, that way would be better on some situations, Mobile devices - for example -.

                Also,
                You could use Simple IP Config, helpful when moving from Networks on Laptops.

                Didn't read about you asking for External IP(DSL - Optical - Internet provided), but, you could change it restarting the Router.

                If needed, ask the ISP for a static external.

                    Just follow these steps one by one.

                    1. In the Network and Sharing center, click on the connections
                    2. Click on the properties
                    3. A network connection status pop-up window will open up
                    4. Now fill in the required IP address and press OK
