Manual copy of data

I do not have time for this and I do not even want to check myself, so I prefer to ask. I currently have Windows 7. If I copied the contents of the folders:
C:\Users[system profile]\AppData\Roaming\Opera Software\Opera Stable
C:\Users[system profile]\AppData\Local\Opera Software\Opera Stable
I could copy them to the new Opera installation if I:- stayed on the same computer but for example he wanted to re-install Opera or install Opera Portable
- I would change the computer with the installation of Windows 10.
In both (actually in three) cases, I would have fully operational new installations of the Opera containing:
- history of pages viewed
- information about downloaded files
- browser settings
- state of plugins (enabled, disabled, scripts, their settings, etc.) - I am using the Opera extensions, but also from the Chrome Web Store
I think yes, but I prefer to make sure Can I copy both folders, for example on a pendrive, to have a backup of the above mentioned Opera data?
My proposals for changes in Opera (Google Document).

without
C:\Users\Michal\AppData\Local\Opera Software\Opera Stable
why? What exactly does the cache contain? My proposals for changes in Opera (Google Document).
