You just open the file in a text editor and change the country code in the mentioned line. Simple as that.

@esebm the file that requires editing is called " Local State"
you'll find it in your Opera profile folder.

OK, found it, thanks.
It's set to US but that doesn't seem to prevent virtually every website I visit to place me into Europe.

Well, at least it wasn't the Ukraine this time. If you use the VPN while accessing Google, they know you are using a VPN and will try to guess a country you're "really from". Previously they were sending everyone to the Ukrainian version of Google.

After editing the file, do you have to restart Opera before the changes will take effect? I already tried editing the file with Opera running, and there was no effect.

You need to edit the file with Opera closed.
