If you still want to test on the side:
There's
opera://flags/#network-service-in-process
. I don't know what it does specifically beside what the description says, but you could give it a shot to see if it makes any difference. Also, maybe testing the connection with Wireshark might reveal how far Opera gets, which then might lead to cause.

Also see
opera://flags/#enable-network-logging-to-file
to create a log. As said there you can import it intoopera://net-internals
to analyze it. -

Maybe try disabling TLS3 with
opera://flags/#tls13-variant
. Maybe disablechrome://flags/#enable-quic

First of all: Please excuse me horrible english in this following reply:
I have exactly the same issue on a new computer (very common hardware-components) with a freshly installed windows 10 with build 1803 on it after all the updates. Opera (my standard browser since many years) crashes after a few seconds, chrome and vivaldi do not open a single page, while edge and firefox work flawless! This Thread has more than 1k views after a few days. I think, this shows the impact of the problem---but I could not find any response on the net (neither from microsoft nor from the other browser-companies). I tried all possible workarounds, I could find beside reinstalling windows 10...... I hope, there will be a solution soon!! -

I have exactly the same problem; any browser other than Edge either takes up to 5 minutes to load anything, or cannot load pages at all. Opera Turbo is off, as is VPN, ad-blocking etc. On Windows Pro 64 bit, build: 17134.rs4_release 18041-1804. -

I'm searching through https://www.google.com/search?q=windows+10+only+edge+can+connect+to+internet to see if I can find anything new that wasn't already tried. Most of them say to do https://forums.opera.com/post/156523 above, which works for most, but not all. When it doesn't work, nothing seems to work.

I did see some other solutions where users had VPNs and didn't know it. Look for Surfeasy/TAP/Cisco stuff under "Network Adapters" in the device manager. Maybe "show hidden devices" in the Device Manager for good measure. Removing those solved it. Another one was "Microsoft Forefront Unified Access Gateway" that was causing the problem.
Wouldn't help with a fresh Windows install though as those wouldn't be installed, unless one installed some driver for one of their devices from disk or the net and that installation installed one of those also.

If you open Edge and leave it open, does Opera work then?
Wondering if the 32-bit version of Opera works any differently.
Wondering if right-clicking launcher.exe and the latest opera.exe and changing the compatibility makes any difference.
Wondering if uninstalling and reinstalling all network adapter drivers fixes things.
Wondering if messing with the default browser settings has any effect. For example, set Edge back to the default and then set Opera to the default. Would be weird if this helped, but I'd try it.
Wonder if purposely installing a VPN program, using it and then uninstalling it might somehow fix the problem.

@wrangler11 said in After 1803 and 1809 windows update opera dont load web pages:
opera version is 56.0.3051.36 (latest).I don't have any 3rd party anti virus just clean install windows 10 pro to find out why is that problem persists.I tried without any firewall or defender on also..no luck.Sometimes opera can load pages for a few minutes then struggles to open them and stops.
this part you said (Sometimes opera can load pages for a few minutes then struggles to open them and stops)
maybe try different proxies

Close Opera, open a command prompt and run:
"C:\Program Files\Opera\launcher.exe" --no-proxy-server
to see if that makes any difference.

For three weeks now I'm annoyed about the fact that only firefox and edge can easily access pages. I have - excluding the reinstallation of Windows 10 but including the cmd command "netsh int ip reset" - tried many more hints from various forum posts without results. This morning, more or less randomly, I did the following: Settings Windows 10 -> Network and Internet -> Change Network Settings -> Network Troubleshooting -> Reset Network. I do not know why I had not tried this before. After restarting the computer, nothing unusual happened. After 2 minutes, my hard drive started working wildly, I was unable to get any programs in Admin mode (the screen remained gray (not black or blue), and after another 2-3 minutes the desktop became normal and ALL browsers could access websites!!!
I think it's scary that as an interested user, who works with computers for 30 years, I have to watch in such a passive and fluent way a self-regulating operating system Windows 10……But at least THIS problem of mine is solved --- in the most banal way possible. Should I be happy or scared?

Do you happen to run an antivirus or you had one during the Windows 10 updating process? This to me sounds more like something went bad and it's not really Opera's fault. I mean, I use Opera too and have updated 3 systems from 1803 to 1809. Opera works fine.
I think doing a clean Windows reinstall from USB would be the best solution (the reset feature in Windows tends to leave drivers in latest state which can be a problem). Back in the Win9x days it was annoying because reinstallations took hours. Now you can be done in 1-2 hours doing a clean Win10 install with almost guaranteed success because I see no reason why this should be exclusive only to Opera.
