This to me sounds more like something went bad and it's not really Opera's fault. I mean, I use Opera too and have updated 3 systems from 1803 to 1809. Opera works fine.

I think doing a clean Windows reinstall from USB would be the best solution (the reset feature in Windows tends to leave drivers in latest state which can be a problem). Back in the Win9x days it was annoying because reinstallations took hours. Now you can be done in 1-2 hours doing a clean Win10 install with almost guaranteed success because I see no reason why this should be exclusive only to Opera.

I have - excluding the reinstallation of Windows 10 but including the cmd command "netsh int ip reset" - tried many more hints from various forum posts without results. This morning, more or less randomly, I did the following: Settings Windows 10 -> Network and Internet -> Change Network Settings -> Network Troubleshooting -> Reset Network. I do not know why I had not tried this before. After restarting the computer, nothing unusual happened. After 2 minutes, my hard drive started working wildly, I was unable to get any programs in Admin mode (the screen remained gray (not black or blue), and after another 2-3 minutes the desktop became normal and ALL browsers could access websites!!!
I think it's scary that as an interested user, who works with computers for 30 years, I have to watch in such a passive and fluent way a self-regulating operating system Windows 10……

But at least THIS problem of mine is solved --- in the most banal way possible. Should I be happy or scared?

I have exactly the same issue on a new computer (very common hardware-components) with a freshly installed windows 10 with build 1803 on it after all the updates. Opera (my standard browser since many years) crashes after a few seconds, chrome and vivaldi do not open a single page, while edge and firefox work flawless! This Thread has more than 1k views after a few days. I think, this shows the impact of the problem---but I could not find any response on the net (neither from microsoft nor from the other browser-companies). I tried all possible workarounds, I could find beside reinstalling windows 10...... I hope, there will be a solution soon!!

the reason i mention "WLAN autoconfig" is cos ya said when ya go back to before - 1803/1809 build opera works fine again..

ok - so this Note from Microsoft - We have paused the rollout of the Windows 10 October 2018 Update (version 1809) for all users as we investigate isolated reports of users missing some files after updating..

The Windows Service called "WLAN autoconfig", and its description
says that it runs the - "WLAN Service" = which sets up the LAN connections..

Apparently, this service looks for the folder - C:\ProgramData\Microsoft\Wlansvc

i think this address must be hard-coded coz

(B) if you simply move it, all wireless LAN functions stop completely !

so when ya move back to the 1809 it perhaps moves - the Wlansvc folder or maybe it gets deleted.. and or the service - "WLAN autoconfig" - gets disabled.. or sum other services could get disabled sum how.. ya could check sum

Note - everyone should back this folder up C:\ProgramData\Microsoft\Wlansvc for safe keep 'n *seriously..

somehow windows blocking the connection (only in 1803 update and after)...many others which i talk about this issue on forums have the exact same issue. The weird thing is that edge browser runs normal... Microsoft sabotage 3rd party browsers with their newest updates to turn people to edge browser? If it wasn't the windows security and the windows hello feature (that works only in 1803 and after updates) that i use i would gone back to prior 1803 update το end this issue...
