          i tried also..no difference
somehow windows blocking the connection (only in 1803 update and after)...many others which i talk about this issue on forums have the exact same issue. The weird thing is that edge browser runs normal... Microsoft sabotage 3rd party browsers with their newest updates to turn people to edge browser? If it wasn't the windows security and the windows hello feature (that works only in 1803 and after updates) that i use i would gone back to prior 1803 update το end this issue...

Create a new user account on Windows (just for testing) and try Opera there to see how it works.

@wrangler11 After ya did a reset tcp/ip..ya may need to config your connections again to connect to internet..

i dunno if this will help..

              if you're use 'n wireless..
make sure this service - WLAN AutoConfig - is run 'n & set to Automatic..

@wrangler11 i wanna add this also..

the reason i mention "WLAN autoconfig" is cos ya said when ya go back to before - 1803/1809 build opera works fine again..

ok - so this Note from Microsoft - We have paused the rollout of the Windows 10 October 2018 Update (version 1809) for all users as we investigate isolated reports of users missing some files after updating..

The Windows Service called "WLAN autoconfig", and its description
says that it runs the - "WLAN Service" = which sets up the LAN connections..

Apparently, this service looks for the folder - C:\ProgramData\Microsoft\Wlansvc

i think this address must be hard-coded coz

                (a) it is not n e where in the registry, and please - note (B) esp..

                (B) if you simply move it, all wireless LAN functions stop completely !

so when ya move back to the 1809 it perhaps moves - the Wlansvc folder or maybe it gets deleted.. and or the service - "WLAN autoconfig" - gets disabled.. or sum other services could get disabled sum how.. ya could check sum

Note - everyone should back this folder up C:\ProgramData\Microsoft\Wlansvc for safe keep 'n *seriously..

ya said new profile doesn't help. so try burnout426 suggestion too..

@wrangler11 said in After 1803 and 1809 windows update opera dont load web pages:

                    .I did a clean install of 1809

As in, you went to https://www.microsoft.com/en-us/software-download/windows10, downloaded the tool. created installation media (USB Flash drive for example) for Windows 10 Pro 64-bit (or whatever you have), restarted your computer, booted from the USB stick and installed Windows fresh (no upgrade etc.)?

If not, I'd do that. If so, I'd recreate the installation media and try once more just for good measure.

                      @wrangler11 I didn't see edge browser.. sorry

looks like the win updates may be the culprit..

                      but

can ya see if ping work.. Launch a command prompt and type ping www.google.com or what ever ya wanna

You should get the return pings within a short period..

dont worry if ya already started burnouts last suggestion..

It sounds like it's a Windows bug that affects Chromium browsers. But, even though Firefox and Edge work, are you able to try the computer hooked to a different network (someone else's house) or at least to a modem directly (without a router if possible) to see if anything changes?

If you still want to test on the side:

There's opera://flags/#network-service-in-process. I don't know what it does specifically beside what the description says, but you could give it a shot to see if it makes any difference.

Also, maybe testing the connection with Wireshark might reveal how far Opera gets, which then might lead to cause.

Also see opera://flags/#enable-network-logging-to-file to create a log. As said there you can import it into opera://net-internals to analyze it.

Maybe try disabling TLS3 with opera://flags/#tls13-variant. Maybe disable chrome://flags/#enable-quic.

First of all: Please excuse me horrible english in this following reply:
I have exactly the same issue on a new computer (very common hardware-components) with a freshly installed windows 10 with build 1803 on it after all the updates. Opera (my standard browser since many years) crashes after a few seconds, chrome and vivaldi do not open a single page, while edge and firefox work flawless! This Thread has more than 1k views after a few days. I think, this shows the impact of the problem---but I could not find any response on the net (neither from microsoft nor from the other browser-companies). I tried all possible workarounds, I could find beside reinstalling windows 10...... I hope, there will be a solution soon!!

I have exactly the same problem; any browser other than Edge either takes up to 5 minutes to load anything, or cannot load pages at all. Opera Turbo is off, as is VPN, ad-blocking etc. On Windows Pro 64 bit, build: 17134.rs4_release 18041-1804.

I'm searching through https://www.google.com/search?q=windows+10+only+edge+can+connect+to+internet to see if I can find anything new that wasn't already tried. Most of them say to do https://forums.opera.com/post/156523 above, which works for most, but not all. When it doesn't work, nothing seems to work.
