Message "This Site Can't be reached..the connection was reset"

I frequently receive this message when accessing websites. There is a delay and the website eventually comes up.
Below the message there is advice on things to check, i.e. Checking the connection, checking the proxy and firewall, Running Network diagnostics, I am not using a proxy server, Opera has ingoing and outgoing access through my firewall and my Network diagnostics found no problems.! Why do I continue to get this message? I have attqached a screenshot. Please advise!!!

@rxwatson On Window's intyernet properties, click on 'Lan settings' and uncheck 'automatic detection...'. See if it helps.
