Download folder is ignored

I have set download folder in settings to be
C:\users\name\downloads\But when I download a file, the default location is the location of the previous saved file. How to make the download folder the one to be suggested everytime?
windows 10 home, 64-bit

and why dont we get an option on just whether to download or not, and not WHERE it will download.
like we had with
opera://flags/#show-save-file-dialog-on-risky-download
I think a normal prompt is enough and less annoying.

@zalex108 probably will. opera has removed a lot of nice things in the last 5-10 versions (for example on win8 or 10 it will no longer adhere to the system's theme, giving you no visual indication on whether opera is focused or not, and obviously this are 2 of the most annoying things.)
