Opera Android keeps running after deleted from running tasks

Even after deleting the Opera active application it shows as still running in Settings/Battery.
It slowly increases CPU usage until it reached 35% and nearly exhausted the battery.
When I see this I have to uninstall and reinstall.

New info on this issue:
A reboot doesn't fix it. The Opera process still shows in settings/battery.
This issue also occurs with other browsers, Firefox and Yandex.
I am thinking this is an Android bug (feature?).
If I can't soon find a solution for this problem I will have to move to a non-Android platform.
