      @msh603799 Normally, the way it works is that the blocking nation either operates a firewall for all Internet traffic (like China) that only passes data to/from "acceptable" sites or else requires its Internet providers to perform their own blocking of all sites on a government-defined list of forbidden websites. Since the object is censorship and control, VPN portal addresses will often get added to such disallowed lists as soon as the government becomes aware they exist, since VPNs are a primary mechanism for avoiding the blocking (Torrent being another mechanism). If one lives in a censored land, then the explanation for a VPN address suddenly becoming unavailable definitely includes the possibility that it has been added to the block list. However, it's also possible that the server at that address is simply overloaded or the server is temporarily down. Sometimes a 'ping' test can shed light on the explanation, but oftentimes only time will tell if the address comes back to life.

                          @msh603799 So something is blocking the connection to the VPN server.

                          It can be a security software in your computer or even your ISP.

                              we want from opera team to enable another vpn for iran.

                                Unfortunately, even if Opera did that, the authorities would probably soon block that VPN as well, since they seem already determined to block Opera's present VPN. Blocking a VPN simply means locally blocking the various portal IPs used to connect to the VPN servers, so that unless the VPN has a vast array of possible portal IPs available or can dynamically alter its IPs somehow at both the user software and the portal, it can be blocked by a censor willing to sniff out its portal IPs. Sniffing out a VPN IP from a browser simply requires installing a copy of the browser on a test system, activating its VPN mode, and packet-sniffing the IP(s) being contacted.

                                Opera alone can decide whether or not they can provide a more extensive, covert kind of VPN support in their browser; but frankly, it may not be economical for them to provide it. You may be better served by seeking out a more robust, system-level VPN with deeper cloaking techniques though it may not be free.
